The United States are famous for their madness in a huge amount of things, especially there are lots of laws, which are unnecessary or completely nonsense. This can be traced back to the fact, that America is a gigantic state and so it’s very difficult to manage it. An example:

In Oregon it is illegal to buy or sell marijuana, but it is legal to smoke it on your own property.

But there’re also some laws which really are of big importance and which don’t make sense:
On the one hand everybody knows, that alcohol is forbidden in America unless you are at the age of 21 and even then, you may  not drink it in public.
On the other hand this specific law ain’t looked after that serious and allowes American people to drive a car with by the age of 17. Furthermore they may possess weapons by that age.
Because of this, it’s no surprise that the criminality-rate is very high in the USA. It’s also a matter of fact that the majority of American youngsters drink hard alcohol before their 21st birthday, since there’s no difference between schnaps and beer according to their law. I think that Barack Obama should think of those mentioned points.
