Like, owning marijuana is prohibited, but consuming it not. And I think in the USA it is also forbidden to drink alc in public, unlike you wrote (yeah I know just a "not" missing). But guns are a critical thing, I don't see the good thing in them and why everybody should own one... Well, in germany we’ve got such laws,too.
